If your breast is underdeveloped, than it may be due to lack of estrogen and prolactin hormones.
My suggestion is to have breast massage daily with coconut oil, massage it thoroughly for 10-20 minutes with enough amount of coconut oil. Second thing you have to change your diet from regular diet to protein rich foods, have some food which improves estrogen hormone like green papaya,nuts etc. and for fat improvement you must have fatty foods in your diet such as milk, soya milk, seeds, Milk made butter etc.
These two things are really going to help you in your breast development.
