You shouldn't be obsessing over boobs at your age. You still have plenty of time to develop. I don't think you're prepared, mentally or physically, to start a program like the one I described. If you start taking herbs now you could upset your natural development, or even make yourself sick. If you really want to make sure you develop to your full potential, I think you should follow a healthy diet that's high in animal proteins and healthy fats. You should also start a serious exercise regimen that focuses more on weights than cardio. Cardio is good, and it's absolutely necessary if you're not active in your daily life, but it shouldn't be the core of your exercise program if you want to support healthy hormone production. It's also important that you not fall into the typical teenage girl trap of wanting to be as thin as possible. Aim for the middle of the healthy weight range if you want to be noticeably curvy. The weights will help keep your stomach flat and give you curves in all the right places.
Stop worrying so much about boobs and boys and star focusing HARD on that school work! I'm serious. Take it from someone who knows. Having large breasts is much less important than being properly educated when it comes to being successful in life. I know it may not seem that way now, but it's true.
