You should try to go for a specialist doctor. He or she will help you to get rid from this problem in right direction. And at your end you can try with breast massage. May be it will work for you.

Seriously it's not possible to be "underdeveloped" at 13. Especially if you haven't had menarche yet.

Honestly anything before menarche isn't REALLY even development per se. It is... but it's very early stages and you can expect to get much much larger than whatever you are before menarche.

If you still aren't developing and haven't had menarche yet at 15/16 you might have something going on delaying puberty... Until then, don't worry about it.

If you have menarche and then a couple years later are still an A cup or less THEN you might say you're underdeveloping.

But still. That's at least a few years away. Just enjoy being a kid. Maybe do some booby exercises and massage.

That you're even concerned about it at all says you're a healthy young lady with very natural desires for her own body. This puts you at an advantage compared to many.

I wouldn't worry about what other girls say about you. You are only 13, and they have plenty of time to grow. Just accept your body, I am sure you look just fine! But good luck

yeah you've got ages yet! My boobs started developing when I was quite young but I think I was not much more than flat until about 16 (I think I started my period when I was 13-14)!

Yeah, hun, once you're out of school, chances are you'll never see any of them again and, if you do, most often, by the time they get into their 20's, they won't give a shit about things like that anymore. Some girls start growing them quite late! My niece didn't start `til she was 18! I've also known girls that were flat until they were 16, or older and then, all of a sudden, practically over night, they grew HUGE tits!! MAYBE THAT'S what's in store for you!! :-) THEN who'll be laughing?? But, just remember, hun, no matter how big or small they are, they're just tits!! Their size does NOT make you ANY more or less of a woman!! Only YOU can decide how much of a woman you'll be. In any case, other than massaging, and eating the right stuff, hold off on the NBE until you're in your early 20's. You MIGHT do more harm than good!
