Not really, I've been acquainted in-person with another woman who fits the same category, though she's able to fit 28 band size okay, she's a 28DD. I have no idea where she finds her bras. That that website linked above indicates there're women with cup sizes like that at even smaller band sizes just makes me cringe thinking about what that must be like for them.

Google a blog, "The Full-figured Chest." Might get you pointed to some good sources, and she has reviews of lingerie and the companies.
Also, maybe "Bras I hate and love", Blogspot.
"A Sophisticated pair" - Don't know the source, looks like an RSS I grabbed some time back with its own site.
Hourglassy.com, maybe.
The full-Figured chest is probably the best, and the most active. She just did a bra review of an indie company, so... Worth a look. Not sure if she's going to have the small band/large cup combo.
