Can you get accurate measurements when not wearing a bra? I measure 37" when not wearing a bra, but closer to 36" when I am wearing one. I'd like to think the bigger number was correct.

Yh I measure without too but it's more acurate to keep track of progress with pics and bras aswell as measurements

When wearing a bra, it kind of pulls the breasts in some, that is why I find it best to measure wearing a snug tank top. That way your breasts are pulled in too much, but aren't drooping too much, you want them sitting up but not pulled in. HTH
