Honestly I have no clue either why your estrogen and progesterone are so so low! Being on BC doesn't necessarily mean that your body is actually utilises all the hormones in it, and on-top of that all BC is synthetic hormones not bio identical so that could also possibly be why, but again I have no true idea why your hormones are so low they just are.
Many people take PM with BC but I don't know exactly what BC they are on if it's the same as yours or not. As for red clover don't take it then if your BC specifically says not to.
Hops in a tea form is a VERY acquired taste and might be alil yucky to taste for you, so best stick to a hops tincture or capsules like I do which I already stated the amount I take(other girls I've seen have taken around 2000mg of hops daily and had results)
You could try infusing an oil like castor or almond or sunflower oil with a mixture of hops and fennel(fennel is very safe everyone eats it) do this by following my recipe in my thread just with those ingredients, basically get an amber glass dropper bottle add in about 6 capsules of 500-600mg fennel and 10 capsules of hops(I use 300mg capsules) then fill to brim with a natural oil and shake daily leaving it in a cold dark place for 3 to 6 weeks then it's ready to use, you can also try adding in essential oils like Jasmine, Clary sage and Geranium for extra estrogenic and balancing properties.
Unfortunately it's not likely you will grow without herbs/glandulars taken with massage seeing as your hormones are so low, you need something to boost them as estrogen and progesterone are the primary hormones for breast growth that's just basic nbe and with very little of them it's not likely you will grow tbh. So you will need herbs of some sort to help your hormones or even glandulars like pig placenta extract or bovine ovary. Sorry for being so blunt but I prefer to be straight up and not mislead you into thinking you will grow from non hormonal massage oil alone with such low hormones, herbs are quite safe the only ones that can be possibly detrimental are PM and Maca because maca increases testosterone aswell as estrogen and tend to favour the lower half, PM can be good for some but bad for others. So I think right now you just need to make a choice of what you want to do and what you don't want to do
