It's because the band is too big for your ribcage. Even if your breasts were gigantic, you would still have the same problem, so don't feel bad. The cups gapping might have been because the cups were too small, but it might also have been because the band doesn't fit you correctly or because the bra style was not right for your shape.

If your breasts are filling out and firming up, the measurement probably won't change, but that doesn't mean you're not making progress! As many members on here have said, the best way to measure is with a bra (that you don't wear regularly) or with pictures. Also, do you measure standing up? Try leaning over so you're parallel with the floor and measure that way. It'll catch more growth because all the fat and tissue with be pulled to the front.
I'm feeling a little discouraged but I haven't been going that long so I'm going to keep at it. I mean, I know for a fact they're firmer and fuller!
