It is pretty expensive anywhere to get your hormone levels tested, honestly. It is not cheap for anyone. Those who do it do it because they know it is what is necessary to know what their body needs. If you don't know what your body needs and you jump in NBE, you are playing a gamble. You could get very lucky and gain, you could not see any change at all, or you could even see a decrease in breast size. These are all possible results of NBE and if you do not know with what you are dealing (your own hormones), then any of these are a possibility with anything that you take.
So, that is my advice. As far as what is the best to start out as a newbie? Sure, I can give you a bunch of non-hormonal recommendations which could possibly help you but should not work against you at any point. There are topical creams made of volufiline made by Isoscentuals and Eveline. You can also massage and/or use a device that works off of the principle of tissue expansion and increased circulation (Noogleberry, Bossom Beauty, Brava). Additionally, there is MSM which is non-hormonal and helps with NBE. All of these things I will recommend because your chances with these are that you may see an increase or no increase at all. There is no chance of a loss of breast size with these products as far as I am aware.
But I see you already have a plan which you are making based off of....? Assuming that you need to lower your testosterone and raise your prolactin levels, it seems? And you are wondering about Red Clover? That is supposed to raise Progesterone levels but I will not recommend anything because I do not know what your hormone levels are. If someone recommends something to you, it is because it worked for them because it met THEIR needs or someone else's needs. NBE works on an individual basis. I hope you can understand that. So, if you want to take the gamble, I would suggest that you make your question more specific like "I want to raise all of my hormone levels and drop my testosterone... recommendations?" Now that would be something that I could take a shot at answering.
