Uhm. It's actually kinda misinformation and was written by a known spammer trying to sell a VERY specific set of supplements made by a single entity...

Growing breasts is actually about striking a particular balance of all KINDS of hormones. The female body is a LOT more complicated than just "estrogen". You pretty much can simplify most of the things that happen in a male body down to a single answer like that, "testosterone", but NOT a female one! And even a male body has more going on. Thyroid problems, while more common in women, happen to men too, pituitary problems strikes both genders with about the same regularity, and so on.

Back to talking about us girls though... Your estrogen needs to reach certain levels at certain times, your progesterone certain levels at certain times, your prolactin, certain levels at certain times... It's all based on the monthly cycle...

If it really were as simple as maximizing estrogen constantly, ALL trans girls, genetically born males who transition to female, would have massive boobs! And they're usually actually one or more cup sizes smaller than their mothers! So unless they happened to have a F or greater cup mom, they usually don't end up with noticeable breast growth at all and end up getting implants!

What do most of them lack? A few things. The two biggest though is a monthly cyclical change in estrogen levels, the other is much progesterone at all, let alone the cyclic spike a week before the menses they don't have. Another major one is essentially NO prolactin, ever. When in a typical woman that goes up and down each month with a peak at the same time as ovulation and a minimum at the same time as their menses.

And MANY women suffer from irregularities in the cycles. And ANY kind of irregularity will be detrimental to development.
