Yes, unfortunately your hips and waist will stay in about the same proportion. My hips have always been about 11 inches bigger than my waist, and even when I gained 20 lbs. they stayed about 11 inches bigger. Of course, lots of tummy toning will help. Specifically what works the love handles and obliques. Alternate toe touches and etc. I've heard that maca helps boost the booty so you might want to look in to that.
