If you're looking to tone, you should invest in a pair of 10 lbs weights and do chest lifts. 10-15 daily. This will strengthen the muscles beneath the breast and firm them. Over working the muscle will reduce the effects of growing and shouldn't be overly done. The herbs will help you out a lot and will benefit the growth process. Plenty of protein, some fat and lots of calcium will go a long way. Good luck!
