What is wrong with being 16 with a bra cup size C? Is it just me not getting it? 
If you're already C then it means your boobs will grow naturally to DD at least!
Dear, you're way too young to do anything to your boobs, you shouldn't mess with your hormons! Even older women should be very careful. Do you know that the same hormones are responsible for firtility? Don't you think that one day you will want to have children? Be very careful please.
I also think that your goal is.. well.. how should I put it.. Look at the photo. When I look at it I see a skinny woman with huge boobs. Is this reality? How many of such women walk around? Don't you see that it is implants? So this is what I think about your goal picture - it is not natural, it is a creation of a plastic surgery, it is pushed by media. I do feel sorry for you because you're so young but already think that you should look like one of those clones from a cover of a magazine

"Those of you who want to be built like pre-teenage boys with implants stuck on top can stop reading now and instead make appointments with your psychiatrist and family doctor to discuss your sexual self image problems and eating disorders."
Sorry for being so direct but I just hate to see what young girls do to themselves in order to achieve something unrealistic forced my society.
There's nothing wrong with wanting bigger boobs just please wait until you develop completely and then experiment with your helth at your own risk. Until then you can do massages (excellent thing btw!) and eat healthy boobie food.
