Yes the fennel and hops are good! Swanson is pretty reputable, the hops you linked is basically the same dosage per capsule as the hops I use so that's good.
Yes get a high quality Jasmin essential oil none of the cheap essential oils which mostly always contain some kind of filler or synthetic fragrances, you want one that is 100% pure Jasmine essential oil NOT one that says 3% etc on there which means it's only 3% jasmine oil mixed with a carrier oil already as you cannot count the drops properly this way, pure real jasmine oil can be a little pricey, for reference I pay $50 for a bottle of 15ml Jasmine essential oil so you may or may not have the funds to afford that, but so you know it does last a long time and is a great oil both for NBE and it's a natural antidepressant/has anxiolytic effects meaning it helps boost mood and reduce anxiety.
Yes get about 8 capsules of that fennel you linked, 10 capsules of the hops you linked, open them all up and pour the contents into a glass amber dropper bottle(you can buy these pretty cheap online) then fill to the top with your natural oil, shaking daily and leaving in a dark cool place for 3 to 6 weeks until powdered dried herbs are fully absorbed, you can add 5 to 8 drops Jasmine essential oil when making it or after, either way, you can take fenugreek internally or use just in the oil given your hormone results, personally I just use it in the oil (I use 10 fenugreek capsules 1000mg each capsule in my oil infusion)
The oil mixture needs to be shaken DAILY and left in a cold dark place, this is because the herbs need to infuse into the oil on order to make the oil have the properties/plant hormones etc it is called the cold infusion method, you can do a heat infusion method but the benefits are much better with the cold infusion method and a little patience as cooking them to infuse can kill some of the properties.
You can use any natural oil, sweet almond oil, castor oil, sunflower oil, fractionated coconut oil(make sure it's fractionated lol) etc etc personally I use a half half mixture of sunflower oil and sweet almond oil and yes my oil infusion contains pure wild yam powder from a herbalist it's a great herb but I only use it topically you could use it internally as it's a great support herb.

Spearmint tea is great! So many benefits, lowers testosterone, can help boost estradiol abit, good for skin health and beauty, and great for your digestive system. However since your testosterone is ok and not high or anything you may not need spearmint, but if you choose to use it it's great in general
