Losing fullness can happen in your 20s especially if you have had drastic weight loss or just due to breast tissue/skin elasticity and collagen loss, I have seen many women in their 20s with very saggy boobs this is simply genetic most of the time. You can do a deep tissue massage with a fatty acid oil which will plump the tissue, oils such as borage oil, sunflower oil, flaxseed oil and macadamia oil are all very plumping and mostly non hormonal if you choose not to go the hormonal NBE route, otherwise along with that you can try herbs such as fennel, hops and red clover! Each of these target specific hormones, fennel moreso prolactin, red clover whilst estrogen also targets progesterone and hops targets estrogen receptors alpha which is the receptor that causes breast growth, I personally wouldn't recommend internal use of fenugreek just yet unless you know your hormonal profile as fenugreek typically increases both estrogen, prolactin AND testosterone, so if you already have higher testosterone this would be counter productive and cause the breasts to shrink more and saw palmetto is a double edged sword as it tends to cause cellulite and also be anti estrogenic in some people, in saying that you could infuse an oil with fenugreek to use in massage as the effect will be more local and less likely to cause your ovaries to produce more testosterone as a result of the internal intake.
