Flaxseed has a huge amount of weak phytoestrogens. PM has a small amount of strong phytoestrogens. So flax can flood the receptors and block some of the PM. However flaxseed OIL does not have any phytoestrogens, unless they add them back in via added flaxseed lignans (read the label). And 1,000 mg PM is a huge amount of PM. You may want to break the capsules open and try 100 mg PM to start. Or cycle 250 mg to start, half a capsule. Search google or forums for details on how to cycle PM. Likewise having flax seeds interfere with PM when first starting may not be a bad thing (and again, flax oil won't interfere). Or start with ground flax seeds intead of PM, for something milder to start and to see how it goes. Too much estrogen can not only create issues but also be bad for NBE. Try a little, then try more and see what the optimal amount is.
PM is a super strong phytoestrogen: plant based estrogen imitator. DIM reduces estrogen. DIM might reduce "bad" estrogens, but for the most part this seems counterproductive. Find out if your estrogen is too low or too high. And yeah, PM may sometimes make acne worse. Among many other problems.
So flax oil probably didn't do anything for estrogen (unless it has added lignans), so what did it do? It provides ALA essential fatty acids which are important to all types of fatty tissue: forming it where you want it, removing it where you don't. Forming certain materials in the brain, cell membranes and so on. Heart health. Etc. It also reduces testosterone a little. ALAs take a long time to build up and there aren't any phytoestrogens at all in flax oil. So if flax oil worked well then it may be both good and safe to use even more flax oil. You may also look into even better anti-testosterone substances, especially since you get breakouts. 160-320 mg saw palmetto *extract*, reishi, 2 cups spearmint tea with 5g (~3 tsp) dried spearmint leaves each, etc. Do a forum search for more. It may take 3 tbsp. (9 tsp) dry spearmint to get 5g since it's so loose and full of air, or it may be better to measure by weight than volume.
