Wouldn't you want to position the cup lower on your smaller breast to make it even with the right one?
Edit: Maybe I don't understand what is going on. Is the root of your breasts even on the bottom? That is does the larger one hang down more but attaches to your chest at the same level. If so then you would be right, encouraging more growth on the upper half of your breast. Also as the right one fills out, the nipple would be pulled higher.
