I don't know if NBE potential is genetically related. If so, nobody in my family wears more than a B cup so according to that I'm already at my genetic limit.
But going from flat to an A or B cup is more dramatic than going from an A to a B, or a B to a C as most cis women do.
I think there are many factors and it doesn't depend on one's gender, but on whether or not a specific method works.
