Well that's difficult to say. As per Dr. John Lee the ratio Estradiol
rogesteron should be 1:200. But in my opinion thats too much. Because considering my Estradiol which was 2,6 pg/ml my Progesterone should be 520 pg/ml which is more than the upper range of the lab. 
On some websites I read that the ratio should be at least 1:80. So my P should have been at least 208. If I calculate my ratio it is 1:49 which is not enough, so yes I would say I am E dominant even though my Estradiol is quite low but my P is even lower.
