I just saw you are from Amsterdam. 
I am from Germany (but currently don't live there) and yes you are right, the bras from H&M and many other stores in Germany are bigger than bras from e.g. the UK or the USA. I guess the bras in the Netherlands are more or less the same size like German bras. I bought a couple of bras in the USA and they run much smaller.
