Hi honey, its hard to say if a breast is fully developed but from what i know even an A OR AA cup can still be a fully developed breast. We all know that breast development can be measured using the tanner stages, stage 1 being the start of a breast budding upto stage 5 which is a fully developed breast. But size is not measured in this same way. So even someone with a D cup might still only be a stage 4 and like i said someone with an AA could be a tanner stage 5. As far as nipple development goes, i had very small male nipples before i began taking BB and my nipples are now huge lol but obviously my nipples where not developed atall at the start of my NBE as i was male. But i do know there are many women with small nipples and many women with huge nipples lol and many inbetween lol its just nature hun lol. Hope this kind of helped honey lol and good luck.
