Because, everyone's body is so different. Some posters have claim to lose them, while others say their size stayed the same. Though one thing the makers often advise, which may seem like a scam at first, but makes since is having a maintenance period. Which you are taking off and on, maybe regiment of 2 months on and 1 month off, 3 months on and 1 month off, 1 month on and 2 months off, and etc. I think the maintenance period almost has to be as long as (if not a little longer) than the original period you grew your breast.
If it took 7 months to get up 2 cup sizes, you might spend the next 13-17 on a maintenance type schedule that would be more in beginning and less in the end. I think in the off months you'll know if they are decreasing or not. If they do not decrease after 4 months to a little over half of year, then I think might be safe to say that they are fairly permanent.
