I've lived in the United States my entire life, and on average we are overweight. We're more bottom-heavy than anything, but growing up I was the smallest-breasted of my friends; it wasn't weird for my friends to be busty quite young (we're talking like 11-years-old, even younger sometimes). I see huge, badly-contained breasts on an almost daily basis in public. So saying C cup is average for Americans is very accurate I'd say.
