In theory, would bovine ovary work better for people with hyperthyroidism as they have more t4 to convert to t3?

No I don't believe that having elevated levels of T4 and/or T3 would make any difference to how bovine ovary works. I think people with entirely normal and natural levels of thyroid hormones can get just as good results from bovine ovary.
However, I'd be interested to know more about your reason for asking about this. If I knew exactly what prompted the question, I might be able to offer some further insight.

Supplements made from bovine ovaries don't have much scientific proof showing they work, and having higher T4 levels because of hyperthyroidism doesn't automatically mean you'll get better results.

My guess is that animal fat is highly estrogenic and might create even more estrogen in the body thus enhancing breast size, but I’m not sure it would only target the breasts.
As for the thyroid specific question, not sure exactly, but a faster thyroid (TSH 0.5-2) is associated with better metabolism and hormone balance overall, which can affect body composition.
