I know most bikini models in the body building community get implants, is it possible to do both?
Get lean while growing breast. It sounds impossible since you need adipose tissue which you typically gain from not being lean. 
Anyone who was or is a bodybuilder or a wellness competitor did you also just took the implants route?

Yes most high-level female bodybuilders get breast implants, because their natural fat stores drop as they get leaner. Because breasts are mostly composed of fat, their natural size typically shrinks during competition preparation. As you said, getting leaner and maintaining or even growing breasts seems impossible, but there are some lucky few who can do it, so it's not completely impossible. There's a fortunate minority who somehow manage it.
