No, if you have brown eyes it means the green eye trait is recessive, it means that the gene WAS NEVER expressed so putting water and honey in your eyes will not change your genetics to express the gene.
The honey and water work by suppressing melanin production in the eye, means less melanin so lighter eyes, the eye color shades go from black to gray, with brown, green, blue, etc in the middle.
You reach lighter colors brown -> hazel because there's less melanin, not because your dad had hazel eyes and the suppressed genes are all of a sudden being expressed. Honestly I don't know where this idea of genetics playing a role has come from but I wouldn't buy to much into. It's ridiculous really. Genetics is not going to play a large role in the lightening process like what some have said.
PS: The stinging isn't so bad you kind of get use to it. Plus it brightens the eyes up so amazingly!
