I recently just started experimenting with NBE herbs and I was wondering if boiling fenugreek and fennel powder in water (to release the chemicals) and massaging the mixture onto my breasts will have any effect.

I believe it will work too if you do it this way. In fact, Greenbush, a supplier of herbs, posted this on their powdered fenugreek page.
