I read that taking L-carnitine helps burn fat while working out.I need to reduce my waist line but i'm having thoughts about whether it affects breasts too

as far as I know, when you burn fat breasts are the first to go. your body will try to preserve fat around the reproductive organs - the uterus aka your belly. breasts´s are more of an ornamental fat when you loose weight.
