If I understand right.... WP will slow down and stop male testosterone, while SP will stop or slow down DHT. So, it's sort of the same thing except if you taking something to convert testosterone to estrogen. You should look at many detailed threads that Lotus has put up.

what happen if I take both at the sametime? will it be conflict each other?

The word you're looking for is Inhibit, which means to stop or slow down.
Both can be taken together, considering that DHT inhibits growth, and converting testosterone into estrogen is useful. So saw palmetto will help reduce DHT, while white peony will increase estrogen lowering the amount of testosterone that can theoretically be converted into DHT. Perhaps increasing progesterone or prolactin will help too.
I also read that saw palmetto has actions against NBE. You'll have to find out if it's effective. Saw palmetto is probably good for firming.
