What time is this forum in and is there any way you can make it show your own time for where you are?

The time in the forum is a user controlled feature. Go to your User CP and then the menu on the left. Under 'Your Profile' find 'Edit Options' and then 'Date and Time Options' and you can then select your own time zone.

I've set my own user time but when I came back to the forum later it wasn't effective and then suddenly it was again. Did I do anything wrong?

You can only see the forum in your own time when you are logged in, so if the time you set wasn't displaying you must have been logged out at that moment. As soon as you logged in your time would show correctly.
