Quite stupid... You are sixteen. You are still developing and your breasts are beautiful. Grow a large pair to get laid, haha!
I'm am sorry, no I am not. I cannot feel bad for you. You are INSECURE and should not be having sex, my God! The mentality of young women just infuriates me! You do not need to have such insecurities and then to think having of sex??? Clearly you are not ready. For the future, maybe get on birth control so you don't get pregnant. You certainly are not ready for that mishap.
No guys actually like you??? Are you sure its not a character issue? Or maybe they are reading of your insecurity? Or your face? Do you walk around with your head down???
20 would be good to look into NBE but since you are as young as you are, if you were ready mentally for making the most out of puberty, you would already be there, reading as much as you can to learn. Definitely not ready to even know what is going on with your body...

You said it rightly. You are insecure.
Please, please, PLEASE don't take this the wrong way... but. Your breasts are really quite good for 16. Yes. Some girls are bigger at 16. Many don't have any development at all at 16. Yours are fairly average. And there's absolutely nothing wrong with average. The girls who are already big at your age generally end up getting enormous and looking horribly out of proportion with terribly massive breasts and barely any hip. You have amazing hips.
That said. The things you might consider looking into are breast massages and exercises, and maybe a pumping system like the noogleberry if you can figure out a way to purchase one. Honestly, I'd recommend being open with your parents about it any which way.
DON'T even so much as consider topical breast enhancement creams let alone internal stuff!
And I agree with Tibetan on the guy angle, all of it. Though I do have to admit that I want to be able to please one someday myself! But ONLY if I'm in a committed relationship FIRST. And you're too young to even know what that is. And no buts. I've been there. I thought I knew everything once too.

Firstly you have a beautiful figure and I doubt boob size has anything to do with your virginity. Men especially young ones couldn't care less about that. Of course they are attracted by the more obvious birds with brighter feathers and bigger chests, but that doesn't mean they don't like all birds full stop, they just go for the easiest option.
I say easiest option and no one really wants to be that and nor should you. I think you need to work on the self esteem issues before anything else.
I lost my virginity when I was 24, this was not related to upbringing or religion, I just didn't want to. And when I felt ready I let it happen and I am really glad I didn't feel pressured by anyone.
As for boob growing at such a young age don't worry, as that will stop any further growth dead. I had girls in my class who didn't start growing until 19 and 20 and then they grew whoppers (DDs). Mine grew to an uneven A/B when I was 11 for a few months and never grew anymore. So be patient with the process and allow it to happen without messing.
